David Kulchin is a Human Resources consultant with extensive experience in large and small organizations.  Most recently he was Director of Human Resources for Hughes Aircraft Company in Carlsbad, California.  He has implemented management development programs, administered effective productivity improvement activities, facilitated individual and organizational changes, and provided leadership in promoting conflict-free relationships among employees.

His experience includes negotiating company-union agreements; resolving discrimination and harassment problems; effecting cultural, organization and individual changes; and outplacement counseling with senior executives.  In addition to consulting with organizations, he teaches Human Resources courses at UCSD. Previous teaching experiences include Junior colleges, Cal State San Marcos, and  elementary school.

David Kulchin has broad community relation’s involvement:

·        Past Board President of Hospice of the North Coast

·        Chaired Community Board of Scripps Hospital-Encinitas.

·        Ex- president/founder of North County Personnel Association

·        Elected director of Leucadia Wastewater District (1996)

·        Executive Board of Boys and Girls Club of Carlsbad.

·        President of the Carlsbad Hi-Noon Rotary club (2002-03)

·        Carlsbad Chamber Of Commerce Board member for 13 years

 His wife, Ann serves on the Carlsbad City Council, elected 1980.
