DAVID KULCHIN

MANAGEMENT CONSULTANT

David Kulchin is a Management Consultant who spent over 35 years in corporate organizations. He moved to Carlsbad in 1978 heading Human Resources and Community Relations for Hughes Aircraft Company.  Kulchin has been involved in numerous community activities, among which were chairing the boards of Hospice, Scripps Hospital-Encinitas, and serving on the board of the Encinitas YMCA. Kulchin is past president of Carlsbad Hi-Noon Rotary club and on the Board of Directors of the Boys and Girls Clubs of Carlsbad. 

Kulchin was appointed to Leucadia Wastewater District Board in 1996.  He participated in rate and budget reduction decisions, performance evaluations and critical engineering and personnel policy decisions.  Reelected in 1998 and 2004, he represents Leucadia Wastewater on the Joint Powers board of Encina Wastewater Authority. 

Kulchin graduated from the California Special Districts Governance Academy and received a certificate for completing all courses for Directors in the Special District Institute. He has a BA from University of Florida and Masters from University of Miami.
